Health & Safety: Normal Operating Plan

Pool dimensions: 11m x 3.2m min / 11m x 7.2m max. Pool has graduated sloping floor. Shallow end 1.2m. Deep end in 1.66m. Deepest point of pool 2.18m.

Swimmer Load: Minimum 2 people. Maximum 8 people – unless otherwise agreed with the owners. No groups of under 21s.

First Aid Equipment: Located in the store cupboard.

Emergency Contact: Named hirer must have a working mobile with them in case of emergencies. Emergencies services can be reached on 999 stating Fire, Ambulance or Police. Manor House Pool address: 4 Church Road, Postwick, Norfolk, NR13 5HN.

Emergency & Accident log book: Located on table outside changing room.

Emergency buoyancy aids (x2) and reach pole: Located poolside.

Risk Assessments: awareness of potential risks and hazards should be raised by reading, understanding and agreeing to Manor House Pool rules, safety notices in pool building and verbal reminders where necessary.

Potential risk factors: an assessment of the main hazards and users at risk in order to develop and produce an emergency action plan, these are likely to include:

  • Prior health problems (heart conditions, asthma, epilepsy)
  • Food, alcohol or drugs before swimming
  • Young, inexperienced swimmers
  • Weak, non-swimmers
  • Unauthorised access
  • Rough games and unauthorised activity such as diving, horseplay, running, fighting, pushing
  • Unclear water preventing casualties from being seen
  • Inappropriate equipment or facilities
  • Lack of response from helper, coach, teacher
  • Underwater swimming
  • Chewing in the water

Physical Hazards: these may include:

  • Slippery tiles or poor tile condition
  • Weak / missing drain covers or overflow grates
  • Steps
  • Glare from windows
  • Unlocked store room
  • Depth of water
  • Electrical appliances
  • Pool and water temperatures

Instructors, teachers and coaches must hold a current lifesaving qualification and qualification for the activity being taught, and renew as required. Need to have thorough knowledge of NOP and EAP and potential risk factors. Be prepared to enter the water. Be prepared to administer first aid and/or rescue/CPR. Must record damage to pool or facilities or observations regarding water quality in the pool maintenance book located on the table outside the changing room.

Outside agencies, having signed the contract hire agreement, must undertake to adhere to the NOP and EAP of the pool. They should provide their own First Aid supplies and take full responsibility for everyone in and around the pool.

Health & Safety: Emergency Action Plan

The following procedures apply at all times including during private pool hire & outside agencies hiring the pool.

Emergency in the Pool or in the pool building

  • The swimming teacher or person in charge (this will be the named hirer) will take control of the situation until emergency services arrive.
  • They should clear the pool.
  • Then assess the situation.
  • Do not enter the water unless it is necessary.
  • Use Rescue equipment (reach pole or life buoy).
  • In the event of spinal injury no spinal board is available.
  • The casualty should be stabilised in the water or on the poolside until the emergency service arrive.
  • Emergency services can be contacted by dialling 999 from the mobile phone carried by the named hirer, they should be given an outline of the incident and the address: Manor House Pool, 4 Church Road, Postwick, Norfolk, NR13 5HN.
  • Administer CPR as required until the Emergency Services arrive or until the casualty resumes heart/breathing function.
  • All accidents should be recorded in the accident & emergency log book located on the table next to the changing room.

Fire Evacuation Procedures (this also applies to bomb threats, major structural failure, emission of toxic gases and any other incident requiring the building to be evacuated).

  • Call 999 using the mobile phone carried by the named hirer.
  • The pool should be cleared and all people in the pool building should exit the building via the arched entry door.
  • During hire to outside agencies a register must be kept of all persons in the pool area, this should accompany the group to the muster point at the front of the building. The swimming teacher or hirer must check the pool changing room & toilets.
  • Confirmation of the evacuation must then be reported to the emergency services.

Bomb Threat

  • The receiver of the call must write down the message.
  • Contact the Police by calling 999.
  • Evacuate as if for Fire.

Lack of Water/Air Clarity & Pool Temperature

  • The clarity of the water is constantly monitored. If the pool becomes cloudy, contact the Manor House Pool team on 07711 705663.
  • If the water becomes cloudy to the extent that the pool floor cannot be seen, the pool must be cleared.
  • Air clarity should allow vision across the entire pool area. If visibility does not allow this, the pool must be cleared and then you need to contact the Manor House Pool team on 07711 705663. Water temperature should be around 30 degrees.

Contamination of the Pool water

  • If the pool becomes contaminated with vomit or faeces the pool must be cleared immediately.
  • Soiled matter should be removed & hygienically disposed of.
  • The appropriate decontamination measures should be carried with a minimum of 6 filtration cycles elapsing before the resumption of swimming.
  • In the case of serious contamination, the pool should be drained.

Overcrowding

  • Maximum numbers should be strictly adhered to.

Disorderly Behaviour

  • Calm the situation down, explaining the reasons for your displeasure.
  • Give stern warning and if the behaviour persists contact the Manor House Pool team on 07711 705663.
  • Alternatively, the police can be contacted on 999 if further assistance required.

Lighting Failure

  • Please evacuate the pool.
  • Contact the Manor House Pool team for further instructions on 07711 705663.

Structural Failure

  • In the event of structural failure which presents a threat to pool users’ safety, the pool should be cleared following the pool evacuation procedure.

Emission of toxic gases

  • Evacuate swimmers away from the affected area.
